Broader street to be friendlier, too

A $27.4 million project designed to enhance safety for motorists and pedestrians will widen Broad Street, making it more difficult to walk across.

To compensate for a broader Broad Street, sidewalks will "bulb out" at intersections in Hazleton and West Hazleton. Bulbs shorten the walking distance across the street and tend to slow drivers, the Pennsylvania Department of Transportation says in a website for the project.

PennDOT's website also says audible walk signals will "tell pedestrians how much time they have to cross Broad Street."

"It should be safer because of the countdowns," said PennDOT spokesman James May, who added that the street will only be a couple feet wider on each side.

Walk signals and traffic lights also can be timed to give a slow walker enough time to cross the street.

Crossing streets is disproportionately dangerous for senior citizens, whose pace and reactions tend to slow with age, and Hazleton's residents are older than the national average.

In Hazleton, where 22.1 percent of city residents were older than 65, compared to 12.4 percent nationwide, in the census taken a decade ago, PennDOT started making plans years ago for Broad Street because of accidents.

Nine years ago, an 83-year-old woman was killed on her way to Mass while she walked across Broad Street at Monroe Avenue in West Hazleton. Another woman died at the same intersection last year.

Between 2003 and 2007, nine of 199 crashes along Broad Street involved pedestrians.

More recently, pedestrians were victims in six of 61 crashes that occurred between 2005 and 2009.

A report by Transportation for America of Washington, D.C. said people 65 or older are 96 percent more likely to be killed while walking than younger people.

The report, "Dangerous by Design," said New York City reduced fatalities by adding bulbs to sidewalks and medians and creating traffic islands. Prior to the improvements, older residents made up 12 percent of New York's population but accounted for 39 percent of pedestrian fatalities.

Concern about the safety of pedestrians, especially older people, is growing for several reasons. People are walking to improve their health. Life expectancies are increasing. Members of the baby boomer generation are nearing retirement and pushing up the country's average age.

U.S. Rep. Jason Altmire, a Democrat from Pennsylvania's 4th District, introduced a bill in the U.S. House of Representatives that asks the secretary of transportation to " carry out a program to increase roadway safety infrastructure in all states to enhance the safety of older drivers and pedestrians.
