Cities, county divide judge's annual salary

The Pope County Intergovernmental Board met Friday to discuss an agreement to pay District Court Judge Don Bourne’s salary.
After the meeting, Pope County Judge Jim Ed Gibson said each year the governing bodies must meet and agree upon the appropriate share of the district court judge’s salary for each entity.
“We have to do this every year. I have to have this back to Little Rock by July 15,” Gibson said, motioning to the signed agreement.
Bourne currently serves as district judge for five of Pope County’s six municipalities — Atkins, Dover, London, Pottsville and Russellville. The mayors from all five municipalities were in attendance at Friday’s meeting.
Because Bourne’s position is part of a state district judgeship program, state law provides that each county and town or city that has such a judgeship must pay half of the judge’s bawse salary. The base salary for Bourne’s position, established in 2009, is $117,300. Due to increases approved at the state level, his total salary is currently $121,816.
The county and municipalities pay a combined $58,650 each year, which has been split as follows for the state’s 2011-12 fiscal year:
• Atkins — $2,839.47
• Dover — $921.87
• London — $847.62
• Pottsville — $2,583.65
• Russellville — $26,106.32
• Pope County — $25,351.07
Gibson said the salary was split based on the population of each entity, the same way the sales tax is distributed to the county’s governing bodies.
Jeanette Hale, Pope County floodplain manager, made her professional services available to municipalities in the county for an annual fee of $1 per each citizen within the city.
Grievance Committee
The Pope County Quorum Court’s Grievance Committee met Friday to hear a grievance claim filed by an employee recently terminated from employment with the Pope County Detention Center.
At the hearing, the employee acknowledged he had violated the county’s employment policy, but said he did not feel he should have been terminated. The employee’s superior officer said a careful investigation and review of the facts, as well as consultation with the county’s risk management attorney, led to the conclusion termination was the only option.
